The Passage

To improve access to hygiene for the most vulnerable members of our community by installing 92 mobile shower units in cities with populations of over 50,000 within 365 days, as a first step.

By drastically reducing health risks, this initiative is expected to generate indirect savings of $3 to $4 for society for every euro invested.

This initiative to create reintegration programs will begin following the successful launch of the 92 UDMs.

Participants will be housed and supported within a strict, rigorous, and empowering framework, allowing them to work on their mental, physical, and social recovery and to undergo training in one of 42 promising professions.

The Achievement

This milestone will mark the success and conclusion of the program for the participants, as they will have definitively broken free from cycles of instability by securing employment, housing, and a healthy, productive mindset.

Once their permanent employment contracts are finalized, they will have the opportunity to apply for a solidarity loan.

Letter to the President

I will reach out to the President of the Republic to secure strong support for the establishment and successful implementation of the association.

In this letter, I will present the three pillars of the “Active Cleanliness” program in order to seek his informed opinion, valuable advice, and recommendations for establishing contacts with a view to forging strong strategic partnerships with reliable and reputable companies.

I will also share some thoughts regarding a proposal to explore the implementation of a national contract for social responsibility and collective commitment, in collaboration with companies and citizens.

The goal of this contract would be to collect, on a voluntary basis, an annual contribution of €1 from employees’ salaries to help fund and integrate technological innovations into everyday life across the country—ideas conceived by the association’s supporters via the citizen suggestion box, as president, Emmanuel Macron is the best person to facilitate this development.

This globally used tool helps bring attention to causes of public interest and mobilize a broad audience with significant impact.

We prefer this solution to the National Assembly’s website because it serves as a more accessible and user-friendly third-party platform.

Finally, this petition will be reinforced by sending a letter to the President of the Republic to amplify its reach and establish this initiative within an institutional framework.

Good Karma Protocol

A free challenge that can be replicated anywhere.

If, every day, we set a goal to pick up one piece of plastic waste from the ground and throw it in a designated trash bin, that adds up to 365 pieces of waste per year.

If 1 million of us do this, even just in France, that amounts to 365 million pieces of waste collected per year.

Now, imagine that number multiplied on a global scale and do the math.

This daily good deed isn’t some crazy person’s whim; it’s simply a matter of common sense—far more useful than changing the clock twice a year.

CHALLENGE: Post at least once a week, on the story of your choice on social media, a photo of the plastic before you pick it up and throw it away, with the caption “Good Karma.”

The discovery of other planets isn’t happening anytime soon, so we might as well do what’s necessary to keep our own planet healthy.

Operation One Piece

Every dollar raised will be carefully invested to find answers to this fundamental question:

How can we ensure that no French citizen, for starters, is deprived of basic sanitation or forced to sleep on the streets in the 21st century?

This first national humanitarian campaign goes far beyond a mere box to check in terms of corporate social responsibility.

This approach will take effect as soon as the association is recognized as a public interest organization.

At this stage, our top priority is to launch the solidarity fund through Operation One Piece.

It will be used to finance the legal establishment of the association, its initial action units, and local initiatives.

We are also developing a sponsorship strategy (distinct from the donor-based approach of philanthropy) structured into three tiers, with tiered pricing and specific benefits depending on each partner’s level of commitment.

Below you will find a summary of the tax benefits you can enjoy by supporting us as individuals and professionals.

Tax benefits: individuals

Up to a 75% tax deduction, limited to 20% of your annual taxable income, pursuant to Article 200 of the General Tax Code (CGI).

Since the Propreté Active program will work to provide essential services to the most disadvantaged, once the association is recognized as a public interest organization, you will be eligible for a tax deduction on your donations of up to 75%, up to a limit of €1,000.

 

Beyond that amount, your tax deduction will be 66%.

 

EXAMPLE: If you donate €1,500, you will deduct: €750 (75% of the first €1,000), €330 (66% of the next €500), for a total deduction of €1,080.

 

According to Article 200 of the General Tax Code (CGI), these benefits are limited to 20% of your annual income.

 

EXAMPLE: If your taxable income is €30,000, you can deduct up to €6,000 in donations.

 

If you exceed the 20% limit, don’t worry: the excess will be carried over to the next 5 years, with the same deduction conditions.

 

To apply the deduction, you must keep and attach the tax receipt (Cerfa form no. 11580*05) to your tax return; we will provide this to you once your donation has been confirmed.

Tax benefits: businesses

Up to a 60% tax deduction depending on the option you choose (sponsorship or corporate philanthropy, up to a limit of €20,000 or 0.5% of your pre-tax revenue).

As part of a corporate sponsorship program, Your company, if subject to corporate income tax (CIT) or individual income tax (IIT), can benefit from a significant tax advantage by supporting Unité Proactive, as it may deduct 60% of the value of its donations (in cash, in kind, or in the form of services) from its tax liability, up to the limits set by law.

 

Eligible donations include: Monetary donations | In-kind donations (products, equipment, etc.) | Donations of expertise.

 

The tax reduction is granted up to the higher of the following limits: €20,000 in annual donations or 0.5% of your company’s annual revenue excluding VAT.

 

EXAMPLE: If your company has a turnover of €3 million (excluding VAT), it can deduct up to €15,000 in donations per year.

 

With a turnover of €1 million (excluding VAT), an SME can make up to €20,000 in deductible donations, compared to €5,000 under the 0.5% rule.

 

If your company exceeds the authorized limit, the excess amount may be carried forward to the next five tax years, under the same deduction conditions.

40% on donations exceeding €2 million

When total annual donations exceed €2,000,000, the portion above this threshold is no longer eligible for a 60% reduction, but rather for a 40% reduction.

 

EXAMPLE: For €2.5 million in donations in 2026, the first €2 million are eligible for a 60% reduction.

 

The next €500,000 qualifies for a 40% reduction.

 

To have the reduction applied, you must keep and attach to your tax return the tax receipt (Cerfa form no. 16216*02) that we will provide you with following the confirmation of your donation.

During this initial phase, we are only accepting applications from volunteers who are actively involved in on-the-ground work.

You will thus be able to take part in various operational missions in your respective cities:

Collecting essential food items.

Driving UDM vehicles.

Welcoming and assisting beneficiaries during UDM sessions.

Promoting the Proactive Unit by acting as an ambassador for the association.

Each volunteer will receive operational training, either online or in person.

Although submitting a resume is not required for these volunteer positions, we strongly encourage it so we can better understand your skills and experience and facilitate our initial contact.
